What can Scotland learn from Ireland's data centre reckoning?
Scotland’s data centre industry is having a moment that Ireland already lived through. The only question is whether it can learn from it.

Over the past few months, the politics around data centres in Scotland have shifted fast. The Scottish Greens have called for a moratorium on developments above 50MW. Edinburgh and East Ayrshire councils have both asked the Scottish Government to pause new applications until there's a clear definition of what a "green data centre" actually is. And in July, the SNP's own national council voted to back a temporary moratorium – putting the party that runs the Scottish Government on the same side as the Greens.
The numbers driving this are striking. There are more than 20 hyperscale data centre proposals currently in Scotland's planning system. Campaigners argue that if all of them were built, their combined electricity demand could exceed 1.5x Scotland's current peak grid demand.
Set against a UK Government that's actively promoting data centres through AI Growth Zones – including a major campus in North Lanarkshire – and you have the makings of a constitutional and environmental flashpoint.
Ireland’s been here before
In 2021, Ireland’s energy regulator, the CRU, implemented a set of grid connection criteria so restrictive that they amounted to a de facto moratorium on new projects. The trigger was almost identical to what's driving the Scottish debate now: a grid operator warning that data centres already consumed more than 10% of national electricity and could reach 30% within a decade, against a legally binding target for 80% renewable electricity, and real fears about supply reliability.
A standoff between environmental campaigners and the state’s own investment agency lasted roughly four years. It ended in December 2025, when Ireland's regulator published a framework that reopened connections – but on much tougher terms. Any new data centre now had to bring its own generation or battery storage capable of meeting its full demand, and to be able to feed power back into the grid when needed. On top of that, every new connection had to pass a formal stability assessment proving it could ride through a grid fault without dropping off the system.
In other words: Ireland didn't choose between "yes" and "no." It landed on "yes, if you can prove you won't make the problem worse." The de facto moratorium ended not because the underlying grid and climate pressures went away, but because the regulator worked out a set of conditions specific enough to enable genuinely capable projects through while screening out suboptimal ones.
Where could Scotland land?
Scotland sits almost a decade behind Ireland in this debate. And Scotland's route won't look identical, because the levers sit in different hands. Planning is devolved, but the electricity grid connection regime is reserved, run by Ofgem and the National Energy System Operator. Holyrood could tighten planning policy, mandate EIAs, or even legislate a moratorium on new applications. However, what it can't do is unilaterally impose an Ireland-style condition that every data centre must bring its own generation before it gets a grid connection – that decision sits in London.
With significant GB-wide connection reform already underway, a plausible Scottish landing zone comes into view: a statutory definition of "green data centres," EIAs made close to mandatory for hyperscale schemes rather than discretionary, and a national approach to defining where the grid can and can't absorb them.
This isn't a Scotland-only story. Of the 100 new UK data centre proposals currently working through planning processes, half of them are expected to be built in London and the South East. Therefore, we can expect similar tensions to surface across the whole of the UK – from community pushback to grid stability worries.
What does this mean for communications and stakeholder engagement?
The lesson from Ireland isn't "moratoriums always end." It's that the ones which end well do so because the industry engaged with the substance of the concerns – energy demand, grid stability, climate targets, community impact – rather than treating the politics as background noise to be waited out.
For anyone developing or investing in data centre projects in Scotland, the practical takeaway is clear: this is a live regulatory and political debate, and its final shape will be influenced by those who engage with it seriously and effectively. That means contributing constructively to policy discussions; engaging early and transparently with local communities; and explaining, in plain terms, what each project delivers and what it costs in energy, water and land.
Only by getting ahead of this kind of regulatory inflection point can developers and investors ensure they help shape future regulation – rather than simply reacting to it once it’s too late.
